Ebola Sierra Leone: President Orders Police To Stop Movement Of All Infected Persons

President Ernest Bai Koroma has ordered Sierra Leone Police (SLP) personnel to stop all movement of Ebola-infected persons countrywide.

This comes in the wake of a State House press release issued yesterday 7th August 2014. The official press release stated that President Ernest Bai Koroma has initiated new regulations restricting the movement of commercial motorbike riders (okadas) among other existing safety precautions in order to prevent the spread of the deadly Ebola virus that has killed over one hundred people in Sierra Leone since it was first reported in May this year.

According to the release, the new regulations were announced laws by President Koroma “pursuant to Section 25 (5) of the Constitution which gives him the mandate to execute such orders to complement existing measures that are already functional in the country.

The release stated: “Okada riders in all parts of the country should operate from 7am to 7pm. It added that all night clubs, cinemas and video centers should stop their activities with immediate effect, and that all mushroom hospitals and clinic in the country should also stop their operations immediately.

It added that all Ebola deceased should be buried in the areas where they died and that all such burials should be reported to the Ministry of Health and Sanitation which will give necessary clearance and issue Death Certificate issued before such burials.

The release further ordered the Sierra Leone Police to organize regular patrols to prevent armed robbery and other illegal activities including the movement of Ebola-infected persons.

Furthermore, the release adds that emergency operation centers (EOCs) would be activated at all district and that all means of transportation to epi-centres of the disease would be restricted.

It could be recalled that in his initial broadcast to the nation on 30th July 2014 concerning the Ebola crisis, President Ernest Bai Koroma announced the establishment of a Presidential Task Force to champion the implementation of various measures to fight the disease.

He had also proclaimed a State of Public Emergency to enable health workers and other partners in the fight against Ebola take a more robust approach to dealing with Ebola outbreak.

In his initial broadcast to the nation on 30th July, 2014 concerning the Ebola crisis, His Excellency President Dr. Ernest Bai Koroma announced the establishment of a Presidential Task Force to champion the implementation of various measures to fight the disease.

His Excellency also proclaimed a State of Emergency to enable us take a more robust approach to deal with the Ebola outbreak.

Pursuant to Section 29 (5) of the Constitution of Sierra Leone Act No. 6 of 1991, His Excellency the President hereby makes the following regulations to complement the measures already in force:

  • Okada riders in all parts of the country should operate from 7am to 7pm daily;
  • All night clubs, cinemas and video centres should stop their activities with immediate effect;
  • All mushroom hospitals and clinics should stop their operations with immediate effect. A list of such establishments will be published by the Ministry of Health and Sanitation;
  • All Ebola deceased should be buried in the areas where they died and all such burials should be reported to the Ministry of Health and Sanitation which will give necessary clearance. Death Certificates must be issued before burials;
  • The Sierra Leone Police should organize regular patrols to prevent armed robbery and other illegal activities including the unauthorized movement of Ebola-infected persons
  • Emergency Operation Centres (EOCs) at district level should be activated with immediate effect;
  • All means of transportation to the epi-centres of the disease will be restricted;
  • Donor partners are immediately co-opted to be members of the Presidential Task Force.

All relevant authorities and the general public are admonished to strictly adhere to the regulations announced herein.
